Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.
RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:
The Deputy Industrial Relations Manager plays a critical leadership role on a fast-paced LNG construction project, supporting the Project IR Manager in overseeing all industrial and employee relations matters. This position is suited to a seasoned IR professional with a strong investigative background and the ability to manage high volumes of complex casework involving craft professionals across all disciplines. The successful candidate will lead a field-based team and work closely with construction and functional leadership to drive consistent, fair, and effective resolution of employee relations matters while ensuring adherence to project and company standards. #LI-TH1
Major Responsibilities:
- Lead daily IR operations on a major LNG construction project, ensuring consistent application of policies and procedures across a diverse craft workforce.
- Manage and mentor a team of IR professionals, setting expectations for investigative quality, responsiveness, and professionalism in handling casework.
- Conduct and oversee thorough investigations into complex employee relations issues, including work rule violations, misconduct, harassment, grievances, and interpersonal disputes.
- Serve as a trusted advisor to construction and functional leaders, providing timely guidance on IR policy, employee conduct matters, and application of project policies.
- Monitor trends in case data, disciplinary actions, and grievance volumes to identify systemic issues and recommend improvements.
- Represent the project in internal and external forums, including meetings with management, client representatives, community stakeholders, and (when needed) labor representatives.
- Support the implementation and continuous improvement of project IR systems, processes, and procedures in line with the Project Industrial Relations Execution Strategy.
- Provide oversight on project-wide IR communications, ensuring clarity, consistency, and alignment with corporate and project expectations.
- Collaborate with Workforce Services to monitor workforce trends, including terminations, resignations, absenteeism, and behavioral issues.
- Utilize employee data systems and requisition tracking tools to support case management and reporting activities.
- Ensure compliance with applicable labor regulations and maintain high standards of documentation, confidentiality, and ethical conduct.
Education and Experience Requirements:
- Bachelorâs degree in Human Resources, Industrial Relations, Business Administration, or a related field (or international equivalent), and 8â10 years of relevant experience; or 12â14 years of progressively responsible experience in Employee Relations, Industrial Relations, or Workforce Services on major construction projects.
Required Knowledge and Skills:
- Proven expertise in managing high-volume, complex ER/IR investigations and disciplinary processes in a union or craft labor environment.
- Demonstrated leadership experience in field-based construction settings, ideally on large-scale industrial projects.
- Deep understanding of employee relations strategies, conflict resolution techniques, and industrial relations frameworks.
- Strong working knowledge of labor standards, employment law, and internal policy application.
- Ability to collaborate effectively across site departments and levels of leadership.

What You'll Do
PM Team Leadership & Development
- Own the direct leadership and professional development of all Project Managers at Crux â establish clear performance expectations, conduct structured performance reviews, and build individual development plans
- Assess PM competency across the team â cost management, schedule development, change order execution, client interface, and field coordination â and build structured improvement plans where gaps exist
- Drive consistent adoption of Crux PM standards across all Project Managers; eliminate independent operating styles that make portfolio oversight impossible
- Serve as a day-to-day resource and escalation point for Project Managers who encounter scope disputes, client conflict, cost overruns, or execution challenges requiring senior judgment
- Ensure PM workload distribution is balanced and that project complexity is matched to PM capability
Project Controls & Portfolio Visibility
- Own the project controls framework for the Crux PM function â ensure all PMs maintain accurate cost-to-complete, earned value tracking, schedule updates, and change order logs on a consistent cadence
- Establish and enforce data integrity standards between HeavyJob and EcoSys; resolve the persistent reconciliation gap between these systems and maintain discipline going forward
- Provide leadership with clear, accurate portfolio cost and schedule intelligence â no surprises on late-stage job overruns; catch deteriorating cost performance early and drive corrective action
- Build a portfolio dashboard or reporting cadence that gives leadership a real-time view of job health across cost, schedule, and client relationship status without requiring executive-level data excavation
- Lead the bi-weekly portfolio review cadence in coordination with VP Projects â ensure meetings drive decisions, not just status updates
Client Interface & Relationship Management
- Set the standard for professional client interface across the PM team â PM communication, responsiveness, and change order documentation must reinforce Crux's premium positioning
- Engage directly with key client contacts on scope disputes, major change events, and relationship risks that exceed individual PM authority
- Support business development by contributing to pre-bid client strategy, scope analysis, and risk identification on major pursuits
- Track contract compliance, notice requirements, and claim preservation obligations across the portfolio; ensure PMs are protecting Crux's contractual position on every job
- Serves as escalation point for client disputes, contract interpretation disagreements, and sensitive commercial negotiations
- Monitors receivables and coordinates with Finance on invoice status and collection issues
- Interfaces with legal and VP Projects on contract claims, litigation exposure, and risk mitigation strategies
Estimating & Bid Transition
- Own the handoff from Estimating to Project Management â ensure every awarded project transitions to a PM with a complete, reviewed budget baseline, risk register, and scope understanding before mobilization
- Participate in bid reviews for major pursuits, providing PM-level perspective on execution strategy, schedule risk, and change order potential
- Coordinate with the Director of Estimating to ensure estimating assumptions are grounded in current field productivity data and that lessons learned from project execution feed back into future bids
- Reviews and advises on bid strategy and contract terms for major pursuits
Operational Systems & Process Discipline
- Build and maintain Crux's project management standard operating procedures â from project setup through closeout â so the PM function runs consistently regardless of who is in which role
- Drive adoption of HCSS HeavyJob and EcoSys across the PM team; every PM must be using these systems correctly, entering data on schedule, and producing reports that reflect actual job conditions
- Identify and eliminate the structural conditions that allow individual PMs to drift from standards â inconsistent reporting, delayed change order submissions, missed cost signals â before they become portfolio-wide problems
- Reviews lessons learned from completed projects and integrates findings into delivery standards
- Tracks and reports portfolio-level delivery KPIs to VP Projects: schedule variance, change order volume, claim exposure, and client satisfaction scores
Talent Development
- Recruits, onboards, and develops Project Managers in partnership with HR and VP Projects
- Identifies high-potential CMs and Field Engineers for transition into PM roles; creates development plans
- Build the PM function as a talent pipeline â identify and develop candidates for future PM roles from within the CM and Superintendent ranks, in partnership with VP Field Operations and HR
- Administers PM performance reviews; recommends compensation actions aligned with Quanta AIP/LTIP framework
- Partners with HR on CORE Leadership Program for emerging PM and CM talent
- Provides structured coaching and mentoring to PMs on commercial management, client communication, and risk identification
What You'll Bring
Qualifications & Requirements
- Minimum 10 years in heavy civil, specialty, or geotechnical construction, with at least 5 years in project management and at least 3 years in a PM leadership or supervisory capacity
- Direct experience managing or overseeing a portfolio of concurrent projects ranging from $5M to $50M+ in contract value
- Demonstrated track record improving PM team performance â building the systems and accountability structures that make a PM function run at a higher level
- Experience with HCSS HeavyJob and EcoSys, or comparable construction cost management and project controls platforms, strongly preferred
- Deep familiarity with construction contract management, change order documentation, claim preservation, and client interface in a specialty subcontractor environment
- Experience in geotechnical construction, foundation work, or transmission and energy project delivery is a meaningful advantage

Electrical Designer II

The Electrical Designer II is responsible for producing high-quality electrical design deliverables from concept development through construction and final as-built documentation. This position works closely with Sr. Designers, Engineers and multidisciplinary design teams to ensure designs are accurate, constructible, and aligned with project requirements.
What You'll Do
Design & Drafting
- Develop and locate electrical and instrumentation (I&E) equipment within a 3D model environment using AutoCAD, CADWorx, and Navisworks.
- Design site-specific power distribution and control systems in accordance with company, client, and industry standards for new or existing facilities.
- Interpret PFDs and P&IDs to define project scope and design requirements.
- Prepare construction-ready drawings including plans, layouts, one-lines, wiring diagrams, and installation details for electrical systems.
- Size cabinets, panelboards, cable tray, and conduit based on project scope, codes, and vendor data.
Deliverable Management & Coordination

Job Summary:
As the Engineering Automation Engineering Group Supervisor (EGS), you will be responsible for supervising automation engineers and executing assignments in support of engineering. This position has technical responsibility for interpreting, organizing, and coordinating these assignments. This involves exploration of the subject area, definition of scope, and may involve the development of novel concepts, approaches, and solutions. Additionally, you will be interfacing and coordinating software development and integrations between engineering, procurement, construction, and the client. This role will specifically support the USAF Ground Based Strategic Deterrent (GBSD) program Engineering and Manufacturing Development (EMD) phase.
Major Responsibilities:
- The candidate will be interfacing and coordinating with other engineering disciplines and the client in the development of the Project Information in the shared digital engineering environment.

RESPONSIBILITIES

- Uses precision leveling and alignment tools in order to measure angles, material thickness and small distances with calipers, squares, micrometers, optical instruments and other tools.
- Will fit bearings, align gears and wheels, attach motors and connect belts according to manufacturerâs blueprints and drawings
- Will dismantle machines using hammers, wrenches, crowbars and other hand tools
- Assembles and installs equipment such as shafting, conveyors and tram rails
- Assembles machines and bolts, welds, rivets and fastens machinery to foundations or other structures using hand tools and power tools.
