Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:
The Piping Superintendent (Night Shift) will be responsible for the Pneumatic Testing Scope of Work. Responsible for directing all night-shift piping activities related to large-scale pneumatic testing for approximately 250,000 linear feet of process and utility piping. Ensures safe, compliant, and timely execution of test packages while coordinating closely with day-shift leadership, system engineers, QC, and construction crews to maintain schedule alignment across all work fronts. #LI-TH1
Major Responsibilities:
- Lead, supervise, and coordinate night-shift crews performing pneumatic pressure testing on assigned systems, ensuring adherence to project procedures, test plans, and safety protocols.
- Review test boundaries, isometrics, P&IDs, and engineering documentation to confirm system readiness.
- Manage pre-test verification including line walks, isolation checks, blinds, gauge calibration, and manifold setup.
- Oversee execution of pneumatic tests, ensuring stability, proper pressurization rate, leak detection, and compliance with allowable pressure drop tolerances.
- Mitigate hazards associated with stored energy, pressure containment, and component failure by enforcing strict exclusion zones, barricading, and Life-Critical Rules.
- Identify and troubleshoot issues such as valve leakage, instrument failures, inadequate isolation, cold-work conflicts, or material defects.
- Coordinate with QA/QC for hold points, documentation sign-off, punch list creation, and post-test restoration.
- Drive nightly progress reporting, manpower allocation, equipment needs, and forecasted completions.
- Work proactively with survey, scaffolding, coatings, and other interfacing disciplines to remove work blockers.
- Maintain accurate records of test pressures, durations, failures, retests, and sign-off packages for turnover to completions and commissioning.
- Train and mentor foremen and craft workers on pneumatic testing hazards, procedures, and best practices.
- Support system prioritization to meet turnover milestones, critical path activities, and hydro/pneumatic sequencing.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 8 -10 years of relevantexperience or 12-14 years of relevant work experience
Required Knowledge and Skills:
- Demonstrated expertise in pneumatic testing methods, risks, and troubleshooting on large-scale industrial or energy projects.
- Strong understanding of test procedures, ASME codes, P&IDs, isometric drawings, torqueing, and system isolation.Supervisory experience managing multi-trade crews on night shift or high-risk work scopes.
- Proven ability to make technical decisions during testing, escalate hazards, and maintain a safe work environment. Familiarity with turnover systems, punchlist workflows, and commissioning interfaces.
- Excellent communication skills and the ability to coordinate with day-shift supervision for seamless handovers.
- Knowledge of a single or multi-discipline construction or engineering operation relating to field activities.

Project Overview:
We are looking for top talent to join the expanding Bechtel Renewables & Clean Power business line to deliver the latest in our long-term portfolio of natural gas fired combined cycle power projects, designed to provide consistent electrical power to the regional grid. Bechtel is currently supporting its customers to define the scope and design basis for future projects which will utilize advanced gas turbine technology to deliver reliable and responsive electric power generation. The position will initially be based in the Reston, VA office to support preconstruction and project planning activities, potentially followed by a long-term field assignment at the applicable project site upon mobilization.
Job Summary:
The Prime Contracts & Power Island (PI) Manager will supporteffective administration and management of the prime contract agreement between the Customer and Bechtel and Bechtelâs PI commercial agreement. The position reports operationally to the Project Manager and functionally to the GBU Manager of Prime Contracts. Duties and responsibilities include implementation of the Prime Contract Management Program and ongoing related training, monitoring compliance with project/prime contract completion requirements and status, as well as implementation of appropriate tools/processes for administration of the PI agreement. In consultation with GBU Management/Legal, facilitate strategies for effective management of project commercial matters, including creation andcapture of contemporaneous records.
This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Major Responsibilities:
Prime Contracts
- Responsible for/assists with the development and implementation of the Prime Contract Management Program for the project, consistent with the prime contract and Project Management Plan.
- Assess prime contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts, or deviations for the scope of work.
- Coordinate with other project team members to identify customer-related actions/inactions that need to be addressed. Recommend approaches and implement actions as appropriate to document events, respond to the situation, and/or request appropriate variations on the project.
- Participate in project related meetings, prepare necessary materials, track actions, and manage the working relationship with the relevant departments to facilitate prime contract administration.
- Support implementation and management of a program to recognize and identify progress/performance concerns, prepare changes/variations as they arise and manage the timely resolution under the applicable provisions whenever possible.
- Develop/maintain tools and processes to support contract compliance, sound administration and reporting for Project Director/Project Management Team, including logs, registers, dashboards, reports, and other materials.

- Serve as the primary author of commercial correspondence and contractual notices and ensure timely responses to all contractor correspondence.
- Evaluate and substantiate potential changes for merit and provide recommendations in written report format.
- Lead the preparation and execution of change orders to ensure accuracy and alignment with contract terms.
- Prepare periodic reports and updates for leadership and stakeholders.
- Provide guidance to project team on contract interpretation and application.
Education and Experience Requirements:
- Requires a degree in Business, Quantity Surveying, Law, Engineering, Construction Management, or Cost Engineering (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.

About this Role

- Bachelorâs degree in Chemical or Petroleum Engineering or related discipline
- Professional Engineer (P.E.) license required, Preferably in Texas
- 10+ years of total experience, 5 years of direct process engineering experience supporting oil & gas, pipeline, petrochemical, or industrial facilities
- Proven experience developing detailed process designs for facilities such as compressor stations, pump stations, storage terminals, and utility systems
- Strong working knowledge of applicable codes and standards including:
- Title 49 CFR Parts 190â199, 40 CFR 112, 40 CFR 264
- ASME BPVC Section VIII, ASME B31.3 / B31.4 / B31.8
- API 610, 674, 675, 676, 682, 520, 521
- API 620, 650, and 12C
- Experience with pressure relief systems, flare design, chemical injection, truck/rail loading systems, and fire suppression integration
- Ability to work independently and collaboratively in a multidisciplinary engineering environment

Job Summary
The Project Manager II is responsible for initiating, planning, executing, controlling, and evaluating power construction projects in accordance with scope, budget, and schedule requirements. Responsibilities
Project Management & Execution
- Oversee projects from proposal stage through initiation, execution, and closeout.
- Manage day-to-day construction activities (partnered with Construction Manager), including budgeting, scheduling, and progress tracking, using KPIs to make data driven decisions. Verify project progress, support forecasting, and maintain thorough documentation.
- Develop and implement project work plans, defining scope, objectives, and evaluation criteria.
- Manage project construction schedules in Primavera.
- Monitor project performance to ensure timely procurement of materials, equipment, and labor.
- Lead weekly meetings to discuss manpower and equipment needs.
- Manage contract execution, change orders, and subcontractors.
- Document and analyze project risks and develop and implement risk mitigation strategies.
- Manage and resolve conflicts and escalate issues as needed
Stakeholder Coordination & Reporting
- Serve as the primary point-of-contact for project personnel, clients, subcontractors, and regulatory agencies.
- Coordinate project deliverables, meetings, schedule updates, and reporting requirements.
- Prepare and submit weekly/monthly progress reports, billing information, and cash flow projections.
- Provide regular updates to senior management on project performance and financials.
- Attend site visits, field walk-downs, and client meetings as needed.

Qualifications
Education & Experience
- Experience: 4–8 years in project management, with emphasis on transmission, substation, distribution, or data center utility projects with demonstrated management of projects of increasing size and scope.
- Scope: Leads medium to large projects with moderate complexity
- Leadership: Manages teams and stakeholder communications
- Skills: Strong proficiency in project management methodologies (e.g., Agile, Waterfall)
- Certifications: PMP, CCM, PE, or similar credentials preferred
- Education: Bachelor’s degree in engineering, construction management, project management, or a related field
- Experience managing power construction projects preferred.
Technical Skills & Knowledge
- Knowledgeable in power construction specifications, proposals, and documentation for time/cost/labor estimates.
- Ability to read and interpret civil, structural, and electrical plans and specifications.
- Strong proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
- Experience with Primavera for scheduling.
- Familiarity with OSHA, NEC, NFPA 70E, and other relevant safety and construction regulations.
