Operations Manager
Bilfinger Inc. is seeking an Operations Manager at our Broussard, LA site location. We are currently seeking candidates for an Operations Manager position, which will be responsible for planning and managing Operational Excellence initiatives, mechanical maintenance, fabric maintenance, NDT operations and small to large cap industrial construction projects. The work willtypically involve the coordination of site management, subcontractors, and home office support with theobjective of safe, timely completion of project work with due consideration to applicable budgetaryconstraints.
Responsibilities:
· Accountable for ensuring work tasks and site operations are performed safely and in accordancewith company safety and health policies.
· Establish and maintain favorable working relationships with client representatives.
· Responsible for preparation and implementation of construction project schedules with dueconsideration to client specifications and other project milestones.
· Responsible for the oversight of site operations including material procurement, quality control,
site supervision, staffing, schedule and progress tracking, budget reporting and forecasting.
· Responsible for all construction operations and activities to be performed within the financial
constrains of the project with ultimate responsibility for the final profit and loss of the project.
· Ensure that all applicable and necessary permit and contract documentation is expedited and
completed in a timely and accurate manner.
· Responsible for ensuring project implementation in line with client expectations and recognizing
and reporting scope deviations as they may occur.
· Will report project progress and cost status to management on a frequent basis.
Qualifications:
· Minimum 10 years of experience and/or knowledge in industrial mechanical maintenance, fabrication, NDT, fabric maintenance I&E, and construction with not lessthan 5 yearsâ experience in Management.
· Strong working knowledge of project controls, Quality and Operational Excellence methods including cost reporting, changemanagement, manpower tracking, earned value tracking and the utilization of project schedulingmethods, tracking and measuring KPIâs.
· Direct experience in the oversight of site project management and subcontractors with an
awareness of budgetary constraints.
· Must be a motivated self started with an urgency to meet deadlines.
· Working knowledge of mechanical construction codes and standards including ASME, DOT, API,
OSHA, and AWS inspection procedures is required.
· Proficient in Microsoft Office software including Outlook, Word, Excel and MS Project.
· A bachelorâs degree in a relevant field of study is preferred.

Project Overview:
Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.
Job Summary:
The Piping Superintendent is responsible for supervising and directing operations within the piping discipline. You will direct craft professional activities and work schedules, and coordinate subcontract work activities and team development. Your oversight will ensure craft professionals have the tools required to be productive, comply with project policies, procedures, and job site work rules and procedures, and perform within specifications, schedules and budgets. #LI-TH1

Key Responsibilities
Pursuit Leadership and Coordination
Lead preconstruction efforts for assigned pursuits from initial intake through bid submission and award
Serve as the primary coordination point across Estimating, Engineering, Procurement, Scheduling, Contracts, and Proposal teams
Act as the primary client liaison, delivering project updates, addressing challenges, and resolving client concerns effectively
Establish pursuit plans and timelines to drive alignment and accountability
Lead internal kickoff meetings and weekly check-ins efficiently while holding the team accountable to meet deadlines
Scope Definition and Risk Management
Perform detailed reviews of RFPs, technical requirements, drawings, and specifications

Support constructability and value engineering discussions with engineering and execution teams
Schedule and Execution Planning
Partner with schedulers to validate engineering, procurement, and construction logic for project schedules
Lead development of LNTP scopes, early work packages, and cancellation schedules
Maintain alignment between bid schedules, LNTP schedules, and execution schedules
Procurement and Vendor Strategy
Support procurement planning for critical and long-lead equipment
Assist in vendor scope clarification, and proposal evaluation
Review vendor proposals for technical compliance, scope alignment, and risk
Coordinate with procurement to develop mitigation strategies related to lead times, escalation, and availability
Transition to Execution
Lead LNTP handoff meetings to ensure project teams fully understand scope, risks, assumptions, and constraints
Ensure preconstruction decisions, commitments, and risk positions are clearly documented and communicated
Support early execution planning to enable a smooth and controlled project startup
Continuous Improvement and Standards
Capture lessons learned from awarded projects and incorporate them into future pursuits
Support development and refinement of PPS Preconstruction SOPs, templates, and tools
Promote consistency, quality, and accountability across all preconstruction deliverables
Required Qualifications:
2 - 5 years of experience in power delivery preconstruction, engineering, or project development
Direct experience with high-voltage substations, switchyards, or transmission line projects
Strong understanding of EPC and design-build delivery models
Proven ability to lead cross-functional teams and drive alignment
Strong technical aptitude with the ability to translate design and scope into executable plans
Excellent written and verbal communication skills

ESSENTIAL JOB FUNCTIONS:
General:
- Develop project execution plan and direct overall activities to assist in achieving total project objectives. Responsible for budgeting, planning, staffing, safety, quality, and procurement.
- Direct (through subordinate managers) project activities to obtain optimum use of equipment, facilities, and personnel.
- Oversee a single large ($150+MM) or multiple small ($25MM - $100MM) projects.
Business Development:

Financial:

- Manage all financial aspects of contracts by performing cost analysis activities on a routine basis to protect Company's interest while simultaneously maintaining a good relationship with Client.
- Approves requisitions for equipment, materials, and supplies within limits of authority. Negotiate contracts with equipment and materials suppliers.
- In depth understanding of financial/accounting principles.
Commercial:
- Significant experience reviewing and understanding industry standard commercial contracts and negotiating experience are required.
- In depth understanding of Change Order Management with a focus around cost, schedule, and scope management and cost recovery.
Stakeholder Management:
- Interact regularly with senior Company management and client representatives.
- Attend periodic internal project progress, division/business unit, and corporate meetings. Represent Company in external project meetings.
Human Resources:
- Enforces compliance of project personnel with administrative policies, procedures, safety rules, and governmental regulations.
- Trains, develops, and mentors subordinate personnel and approves personnel actions and pay changes for assigned area.
- Represent Company in project meetings, strategy meetings, etc.
Safety:
- Through Project Managers, and on-site Construction Managers/Superintendents insure all employees and subcontractors adhere to project, corporate, and client safety processes and policies.
- When on-site, actively participate in daily toolbox meetings with crews and subcontractors.

Quality:

Preconstruction:
- In the Preconstruction phase reviews the Bid/Contract documents, participates in the Bid Adjudication meeting with Go/No-Go decision.
- Supports proposal development efforts to adhere to customer RFP requirements along with providing content to position the company with the best chance of winning the project.
- Supports business unit estimate development with a focus on risks/opportunities and utilizing previous experience to give the company the best chance of award.
- Is instrumental in the development of the project execution plans and site based indirect staffing and budgets.
- In the Pre-Planning phase reviews/approves the project schedule/budgets and facilitates the handover process to Project/Construction Management.
Execution:
- Monitors/controls the execution phase through administrative direction of Project Managers and on-site Construction Managers/Superintendents to ensure project adheres to schedule and budget; monitor overall safety, quality, and productivity of work performed by the division/business unit operation, investigating potentially serious situations and implementing corrective measures.
- Utilize cost and productivity metrics to ensure accurate financial forecasting.
SUPERVISORY:
- Direct Field Supervision and coordinate with other departments for successful preconstruction and construction activities.
Qualifications
EDUCATION AND WORK EXPERIENCE REQUIREMENTS:
- A four-year construction, engineering or related degree or equivalent combinations of technical training and/or experience preferred. Extensive (ten or more years) experience/knowledge of industrial construction, project level, finance and management required.
- Recent prior experience in Heavy Industrial Construction/Construction Management with mid-to-large complex projects.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
- Strong knowledge of project cost control means and methods.

- Analyze, troubleshoot and reconcile various general ledger accounts.
- Prepare journal entries and corrective entries as needed.

Job Summary
The QC Lead is independent of construction personnel. The QC Lead advises and supports Project Manager and the Project team in the implementation of the Construction Quality Management Program and resolution of construction relevant quality issues. He /She shall act to ensure compliance with the project standards and specify requirements for all disciplines.The QC Lead aligns through the Quality organization and is allocated to the Project Manager during his/her assignment on the project. The QC Lead reports to the Quality Manager.
Responsibilities
- Ensure that quality plans are implemented and executed for projects.
- Support Quality Manager in terms of quality-relevant matters regarding coordination and surveillance of work.
- Carry out internal pre-inspection and pre-activity meetings and participate in kick-off meetings and pre-activity meeting with contractors, clients and third-party inspectors on site.
- Verify sub-contractor's personnel qualification (e.g. non-destructive testing, concrete testing, surveying) are current prior to construction activities.
- Verify compliance of project- and code-specific requirement documents (e.g. quality plans, ITPs, procedures, etc.) for all disciplines, internally as well as subcontracted.
- Act as the contact person for clients and sub-contractors in quality matters.
- Communicate quality matters of the craft, client and sub-contractors to the Project Manager.
- Participate in regular meetings with the project team, contractors and clients.
- Coordinate with Quality personnel of the client and subcontractor, and third-party inspection and testing.
- Monitor, witness, and report the execution of inspections and testing according to project specific requirements defined in quality plans and participate in inspections and testing with subcontractors, and clients. Review, comment, and validate completed quality documents of the craft and subcontractors for compliance to requirements.
- Verify calibration of measuring and testing equipment.
- Prepare project-specific quality plans, procedures and inspection forms in individual cases.
- Prepare and issue the daily quality inspection reports.
- Verify availability and correctness of material test report for material and equipment as specified by contract.
- Monitor receiving of incoming materials and equipment for noncompliance and/or damage.
- Manage, track and store quality related documents as required for final documentation turnover.
- Verify and report completion of corrective action for closure of nonconformance.
- Identify opportunities for improvement.
- Ensure that requirements are understood prior to construction activities.
