The Project Manager is responsible for managing and coordinating all necessary project resources and documentation throughout the entire project lifecycle. This includes the maintenance of budget and schedule, and the management and administration of all contractual requirements, agreements with trade partners, purchase orders, meeting minutes and shop drawing logs. This individual also manages risk, insurances, general work performance and quality, and overall team progress against the project plan through consistent communication and collaboration with the owner and project team members.

Responsibilities

• Lead and communicate with Suffolk Field Supervision, Subcontractors and Vendors to assist them in working to the Project Schedule
• Represent Suffolk with Owner(s), Architects, Consultants, Government Authorities, Vendors and Subcontractors
• Administer financial aspects of the Owner’s contract, subcontracts, and purchase orders
• Build effective working relationships with clients and the Suffolk project team members
• Project Start-Up:
  • Review the general contract and contract documents and confirm the budget setup and project milestones
  • Create a schedule of values and project logs, plan for project safety and mobilization, including review and validation with team members

• Purchasing process and document control:
  • Maintain the buy schedule, write scopes of work, distribute and log subcontracts, write required contract riders and purchase orders, and confirm compliance with project insurance requirements
  • Review subcontractor references, obtain Subcontractor bonds, and maintain project files
  • Maintain and manage all purchase and delivery schedules, change order processes, shop drawings, document control logs, Owner, Architect and Subcontractor correspondence
  • Work with Purchasing in setting up/executing trade buyout including defining scope of work, authoring Exhibit B’s, ensuring scope coverage, coordinating buy and project schedules

• Meeting Management:
  • Attend all schedule and management meetings necessary to monitor and manage the project, chairing as appropriate

• Financial Management:
  • Manage all requisitions and payments including lien releases and project payroll and maintains best possible cash flow throughout the project, communicating issues proactively

• Project Closeout:
  • Deliver all necessary manuals to the Owner, consolidates project documentation and files
  • Manage subcontractor closeout, transfer of utilities, owner training, and punch list process
  • Deliver all warranties, as-builts and training to the owner

Qualifications

• Bachelor’s degree in Construction Management, Engineering or applicable discipline and experience relative to project size/scope
• 5+ years of related experience
• Excellent business judgment demonstrated by consistently achieving profitability objectives and strong project close-outs with client and subcontractor relationships in good standing
• Excellent organizational skills and attention to detail evidenced by a strong command of all applicable contract and legal provisions
• Ability to consistently analyze and execute financial trade-offs which frequently involve dealing with incomplete data and ambiguity
• Ability to constantly multi-task and handle competing priorities between Suffolk business needs, organizational issues, and sound customer relations

Project Overview:

Bechtel Infrastructure’s Renewables & Clean Power business line is seeking qualified project controls professionals for a forthcoming combined cycle power plant project planned in Wyoming. The AIS Infrastructure Group consists of four heavy civil construction companies. Our services include infrastructure improvement, heavy civil construction, and site development for government and state agencies and private enterprise across the United States. We do a wide variety of heavy civil projects, including highways, bridges, and DOT work, power plants, dams and reservoirs, underground utilities, and more.

GENERAL POSITION SUMMARY

The Purchaser/Subcontracts Manager is integral to the organization's procurement processes, ensuring that purchasing activities are executed smoothly and efficiently. The following sections detail the primary responsibilities and expectations for this role.

MAJOR DUTIES & RESPONSIBILITIES

Supplier Management

While the supplier management process is currently under development, the Purchaser/Subcontracts Manager is responsible for supporting the estimating team during the bidding phase. This involves identifying, evaluating, and selecting vendors based on essential criteria such as price, quality, and delivery speed. The main objective is to secure reliable suppliers that can fulfill the company's procurement requirements.

Negotiation

During each project, the Estimating team secures quotes and commitments from major material suppliers and subcontractors. The Purchaser/Subcontracts Manager must ensure that all parties adhere to the terms and prices quoted in project bids. If changes in the scope of work necessitate revised pricing, this role leads negotiations to establish new agreements that reflect any required adjustments.

Procurement

After receiving quotes for materials, goods, and services from the field, the Purchaser/Subcontracts Manager is responsible for preparing and processing purchase orders within the system. This includes ensuring that procurement transactions are both timely and accurate, supporting the continuity of operations.

Receiving

The Purchaser/Subcontracts Manager oversees the receipt of goods and services, verifying them against purchase orders prior to invoice processing by Accounts Payable. This step is crucial for maintaining the accuracy and integrity of purchasing records.

Financial Analysis

Upon receiving invoices from subcontractors, the Purchaser/Subcontracts Manager conducts thorough analyses to determine if any overages are justified. Any overages identified must be approved by management before payment is released, ensuring financial accountability.

Problem Resolution

This role is responsible for resolving various vendor-related issues, including defective products, pricing discrepancies, and delivery challenges. The Purchaser/Subcontracts Manager also addresses differences between invoices and purchase orders, facilitating accurate entry into accounts payable. Additionally, this position monitors receipts and invoices that impact the AP Clearing account in the general ledger.

Record Keeping

Maintaining comprehensive and organized records is a fundamental aspect of this role. The Purchaser/Subcontracts Manager must document all purchases, inventory levels, and supplier information to support transparency and accountability.

Collaboration

RESPONSIBILITIES

• Quality champion for a project or multiple projects, responsible for the quality management duties including quality of the works, material management, documentation and close-out to ensure safe, quality, efficient, effective and profitable project execution.

• Responsible for risk management strategy that helps projects improve profitability by reducing risk and improving efficiency via process management and risk mitigation.

• Maintains relationships with owners, Clients, subcontractors, design partners and stakeholders to support project partnering and issue resolution.

• Supports Site Safety to ensure that projects are completed in accordance with established safety procedures, requirements and goals.

• Monitors project quality costs including resources while working to better as-bid budgets. Provides feedback to optimize project billing returns, risk reporting and testing accuracy, while protecting Walsh from claim exposure. Monitors and reports rework costs via QIR system.

QUALIFICATIONS

• AEC Bachelor’s degree is preferred or equivalent related field experience with International Code Counsel, NICET, etc. Current certification required

• USACE/NAVFAC/NRC Construction Quality Management certification preferred but not required

• Industry certifications for testing and inspection as required to review and certify that the test, inspection, and procedures satisfy requirements

• Limited travel for projects as necessary

• Level 1 QCM

• Minimum 7 years of AEC experience, with 3 years preferred in a Quality role

• Good communication skills, critical thinking and problem solving abilities, and ability to prioritize, organize and manage time

Job Summary:

The Civil Superintendent is responsible for directing subcontractor workforces and ensuring resources are efficiently utilized across multiple work areas. Ensures assigned workforce performance is in compliance with specifications and within schedules and budgets. • Inspect building and area for unsafe conditions, behaviors and practices and take appropriate corrective action to mitigate and eliminate.
• Coordinate safety training and enforce safe work behaviors and practices at all times in conjunction with the Environmental Safety and Health Supervisor.

Education and Experience Requirements:

• ​​​​​​​Requires bachelor's degree (or internationalequivalent) and 8-10 years of relevant experience or 12-14years of relevant work experience.

Required Knowledge and Skills:

• Must be physically capable to conduct field inspections and participate in project walk downs which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 40 lbs.
• Must be able to obtain and maintain a Secret Security Clearance.
• Must be able to pass Pre-employment drug screen, background check and obtain badging.
• Must be able to obtain and maintain unescorted access to the facility.
• Intermediate to Advanced knowledge of EPC and EPCM construction programs, technologies, means and methods.

• Experience managing mid-large capital power projects, with specific experience in combined cycle power plants. Project experience should involve management of multiple engineering disciplines and vendor management from early phases of project through start-up and commissioning.

Job Summary

The Contract Specialist will be responsible for the oversight and management of customer contract reviews as well as the process of engaging in a subcontract agreement with subcontractors for MES project work. This role will require a wide range of skills from coordination between service lines, coordination with MasTec Legal department related to contracts and opportunities, and tracking and managing progress of subcontractor onboarding utilizing multiple internal teams.

• Provide contract and subcontract information for project kickoff meeting preparation, ensuring that the contracts, subcontracts, and applicable schedule are distributed, and stakeholders are informed and assigned accountabilities, as necessary.
• Incorporate and format written responses into formal review documents for each level of review.
