Project Overview:
Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.
Job Summary:
As a Project Human Resources Representative for Louisiana LNG Project, you will play a pivotal role in the success of our project by performing a variety of HR support activities throughout the project lifecycle. You will contribute to fostering a positive work culture and optimize talent utilization. Major Responsibilities:
- Manage employment-related investigations, end-to-end, including conducting intake meetings, background research, investigative interviews, report-writing, corrective actions, and debrief meetings.
- Coach and advise all levels of management through employee relations matters (e.g., interpersonal conflicts, communication of employment decisions, advice on policy application, performance management, mental health concerns, workforce reductions, etc.).
- Support the mediation and resolution of conflicts within project teams, promote constructive dialogue, and find amicable solutions to ensure project continuity.
- Facilitate training sessions or workshops to enhance team capabilities to contribute to a high-performing work environment and foster team synergy.
- Coordinate career development plans for our colleagues. Assist managers and supervisors with conducting regular performance discussions.
- Provide guidance to supervisors and managers on 360, UFM (upper feedback meetings), and interpretation related to human resources and promoting a culture of talent development.
- Facilitate seamless onboarding and orientation experiences for new team members, ensuring they are equipped with the necessary resources and information to excel in their roles from day one.
- Support the immigration process for candidates mobilizing to our project.
- Provide support to employees and their families relocating nationally and internationally to our project and contribute to a smooth integration process as they transition to our project. Provide logistical support with various relocation elements including work visas.
- Design and implement employee engagement initiatives to maintain a positive work culture and boost team morale. Foster open communication and be a trusted resource where employees can go to address their concerns.
Other Responsibilities:
- Analyze various aspects of the employment cycle (hires, promotions, transfers, and terminations), design applicable reporting systems, recommend methods to reduce turnover, and to increase organizational effectiveness.
- Create and maintain both ad hoc and existing reports in PowerBI and TalentWorks.
- Provide guidance and interpretation while ensuring adherence to company policies, industry regulations, and legal requirements related to human resources and promoting a culture of compliance and fairness.
- Support the recruiting cycle time by creating a partnership with hiring managers and recruiters to streamline our resource staffing process.
- Ensure staffing tools are continuously up to date to proactively forecast staffing requirements.

Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
Required Knowledge and Skills:
- Formal training and/or certification in investigations preferred.
- Proven track record of conducting workplace investigations that will withstand legal scrutiny.
- Demonstrated ability to motivate and influence team members effectively and positively in a collaborative team environment.
- Demonstrated ability to problem-solve while managing multiple projects and competing priorities in high pressure situations.
- Knowledge of Bechtelâs organizational structure, Human Resources policies, procedures, and tools (Smart Staff, TalentWorks, SAP).

Industrial Insulator
The Industrial Insulator will layout, fabricate, assemble, install and repair insulation and sheet metal around pipes, maintenance parts, fittings, equipment and systems.
Responsibilities
- Must be an experienced Industrial Insulator with 3 or more years of experience.
- Mustbe able to install temp mat and pads and install pipe covering and fittings (Calcium Silicate).
- Must have experience forming sheet metal materials around pipes, ductwork and industrial equipment.
- Must be able to install insulation and fittings, pipe cover and board materials, such as perlite and calcium silicate.
- Install sheet metal around insulated pipes with screws/ bands to protect the insulation from weather conditions or physical damage.
- Makes flat sheet metal layouts of finished parts, such as sheet metal "square-to-round" transitions, offsets, flashing, tapered elbows, transitional elbows, "Y" branches and compound fittings.
- Brush adhesives and mastic applicationto insulation material.
- Using tape measure or other measuring device, measure and cut metal material to specified size and shape for covering flat or round surfaces.
- Must be able to use hand tools and equipment to form, crimp, or roll metal in place.
- Must be able to perform work wearing personnel protective equipment. Including but not limited to the following: rain gear, chemical protective clothing, supplied air and air purifying respirators, safety harness, fire resistant coveralls, hard hat, ear plugs and safety glasses.
- While performing the duties of this job, the employee is regularly required to have full range of mobility in upper and lower body, able to reach overhead, able to work in various positions, including, but not limited to, stooping, standing, bending over, sitting, kneeling, squatting; use hands to handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; work at heights, balance for extended periods of time. Project Overview:
Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas.The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities.The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake.The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. Major Responsibilities:
Leadership/Supervision:
- Proactively engages with their teamsâ development through CPM, competency development/assessment and feedback.
- Supervises a broad range of construction engineering work within a specific engineering discipline.
- Develops and recommends the construction engineering staffing plan for discipline group for approval by the PFE and prepares employee requisitions.
- Directs construction engineering activities of the assigned construction engineering staff, ensuring compliance with procedures.
Work Planning & Packaging:
- Coordinates with design on constructability issues.
- Establishes a design/field engineering working relationship and lines of communication with the Project Engineer including agreement on engineering deliverables.

Material Management:

Required Knowledge and Skills:
- Site Works experience on an LNG construction site including excavations, soil stabilization, roadways, wick drains, dewatering/drainage plans, levee work, marine work including dredging, materials and testing, preferably along the Gulf Coast.
- Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is preferred.
- Computer literate in word processing, spreadsheets, and database applications.

Pipefitter Foreman
The purpose of this job is to provide supervision and coordination of workers (both skilled and unskilled) engaged in various types of construction projects, such as ay out, assemble, install, and maintain pipe systems, pipe supports, and related hydraulic and pneumatic equipment for steam, hot water, heating, cooling, lubricating, sprinkling, and industrial production and processing systems etc. The goals of this position include scheduling work to meet timetables in a safe manner, per the plans and specifications, and to meet estimated cost. Specific Duties and Responsibilities:
Planning
- Review contract documents, submittals, shop drawings, and schematics to determine the nature and scope of the work, the materials to be utilized, and manpower requirements (by craft) for each construction phase.
- Execute Work Plans for major components of work and monitor adherence to Work Plans
- Execute established procedures for the ordering self-perform materials, supplies, and small tools from approved suppliers. Ensure timely requisition is made for needed materials and equipment.
Cost Performance
- Monitor daily labor costs and production rates for accuracy and conformance with established budgets. Take corrective action to improve productivity when labor costs exceed expected norms.
- Encourage craftsmen to develop innovative methods for increasing efficiency, productivity, and profitability in their particular operation and to provide feedback and coaching on how the work is proceeding.
- Execute hourly timecard reporting.
- Maintain all equipment assigned to crew and conduct preventive maintenance training for operator(s). Also responsible for various hand tools and the proper storage of all equipment at the end of each day.
Scheduling
- Provide a detailed construction plan for each day and general plan for one week. Manage work to stay within schedule.
- Manage scheduling of all QA/QC inspections of work necessary to obtain owner acceptance of the work.
Quality Management
- Inspect work in progress and ensure that it is performed within the tolerances established. Take corrective action when tolerances and/or overall performance standard are not being maintained.
Relationships
- Ability to manage crew into an effectively coordinated working unit, promoting a motivating atmosphere.
- Foster and promote the training and development of subordinates through various on-the-job training opportunities, company-sponsored training programs.

Pipefitter Foreman
The purpose of this job is to provide supervision and coordination of workers (both skilled and unskilled) engaged in various types of construction projects, such as ay out, assemble, install, and maintain pipe systems, pipe supports, and related hydraulic and pneumatic equipment for steam, hot water, heating, cooling, lubricating, sprinkling, and industrial production and processing systems etc. The goals of this position include scheduling work to meet timetables in a safe manner, per the plans and specifications, and to meet estimated cost. Specific Duties and Responsibilities:
Planning
- Review contract documents, submittals, shop drawings, and schematics to determine the nature and scope of the work, the materials to be utilized, and manpower requirements (by craft) for each construction phase.
- Execute Work Plans for major components of work and monitor adherence to Work Plans
- Execute established procedures for the ordering self-perform materials, supplies, and small tools from approved suppliers. Ensure timely requisition is made for needed materials and equipment.
Cost Performance
- Monitor daily labor costs and production rates for accuracy and conformance with established budgets. Take corrective action to improve productivity when labor costs exceed expected norms.
- Encourage craftsmen to develop innovative methods for increasing efficiency, productivity, and profitability in their particular operation and to provide feedback and coaching on how the work is proceeding.
- Execute hourly timecard reporting.
- Maintain all equipment assigned to crew and conduct preventive maintenance training for operator(s). Also responsible for various hand tools and the proper storage of all equipment at the end of each day.
Scheduling
- Provide a detailed construction plan for each day and general plan for one week. Manage work to stay within schedule.
- Manage scheduling of all QA/QC inspections of work necessary to obtain owner acceptance of the work.
Quality Management
- Inspect work in progress and ensure that it is performed within the tolerances established. Take corrective action when tolerances and/or overall performance standard are not being maintained.
Relationships
- Ability to manage crew into an effectively coordinated working unit, promoting a motivating atmosphere.
- Foster and promote the training and development of subordinates through various on-the-job training opportunities, company-sponsored training programs.
- Recommend personnel actions, such as promotions, discharges, disciplinary measures, initiate and suggest plans to motivate workers to achieve goals.
- Supervise the work of subcontractors to ensure compliance with plan, specifications, and schedules.
Safety
- Conduct Toolbox and JHA Safety Meetings with employee-owners to instruct them on topics for accident prevention.
- Enforce all safety regulations and company policies and is constantly alert to all safety conditions.
Technical
- Investigate alternative work methods and materials to improve efficiency and work quality; works to resolve issues.

Rigger
This person will be able to assemble rigging to lift and move various equipment and materials to and from industrial work areas by performing the following essential duties and responsibilities.Other duties may be assigned.

Scaffold Builder - Carpenter
This person will construct, assemble, maintain,â¯and dismantles tubular scaffolding or other temporary structures.â¯This is accomplished by performing the following essential duties and responsibilities.â¯A minimum of 2 years of experience is required in the Scaffolding craft.
