PC is seeking a Purchasing Manager to work with our Estimating, Legal, Risk and Operations teams to support the successful buyout of water and wastewater treatment plant projects while leveraging the company's purchasing power to increase our competitive advantage. The right candidate will be experienced in contract negotiation and terms and conditions, understand contract drawings and specifications, and be well versed inreasoning, negotiating, and mathematical skills. It is preferred that candidates have a Bachelor’s degree in a relevant field, along with at least four years of experience in both estimating and operations and expertise in contract negotiation and contract terms and conditions.This position can be based out of any of our southern regional offices; Washington D.C./Virginia, North Carolina, Georgia, or Florida.

Key Responsibilities:

• Support new work goals by working with Estimating, Business Development, and Preconstruction Services including estimate reviews, providing pricing and vendor information.
• Assist with development and maintenance of the procurement strategy, policies, procedures, and best practices for bid management, subcontracts, and purchase orders.
• Assist Project Managers with development of bid packages, scope leveling, and negotiations associated with major purchase orders, subcontracts, and buyout difficulties.
• Train and support operations personnel on bid management, subcontracts, and purchase orders.
• Negotiate corporate agreements that provide PC with better pricing and service.
• Monitor purchasing needs on hard bid projects, identify opportunities for combined purchases, and work with project teams as needed to negotiate combined orders.
• Develop bid package scopes, pricing, and clarifications for quotations.
• Negotiate standard terms and conditions with suppliers with whom PC does a significant volume of work and consistently need to negotiate terms and conditions.
• Maintain relationships with manufacturers and suppliers with whom PC has a corporate agreement or Hercules Supply arrangement.
• Work with Risk Management to assure that all contract compliances including prequalifications, bonds, and insurances meet PC requirements and provide feedback to project teams.
• Assist project teams with collection and filing of all required compliance documentation from Subcontractors or Vendors, such as a signed subcontract, safety agreement, bonds, insurance certificates, lien waivers, etc., so as not to delay field activities.
• Assist with development and maintenance of model contracts and legal forms.

RESPONSIBILITIES

• Quality champion for a project or multiple projects, responsible for the quality management duties including quality of the works, material management, documentation and close-out to ensure safe, quality, efficient, effective and profitable project execution.

• Coaches, mentors and trains entire project staff in quality management principles, procedures and project-specific requirements. Serves as mentor and coach to Quality staff to advance their careers at Walsh and improve retention.

• Responsible for leading and managing quality processes such as work planning, pre-activity meetings, material management, Quality Incident Reports, Lesson Sharing and follow-up inspections.

• Establishes, monitors and reports on Key Performance Indicators (KPIs), as well as QIRs for project teams to ensure continuous improvement. Analyzes project KPIs, evaluates trends and provides improvement strategies.

• Routinely audits project quality programs seeking continuous improvement utilizing Project QC Evaluation and other auditing tools. Provides feedback to Operations and Quality Management of major QIRs, project team relationships, owner/client perceptions, and overall quality management recurring non-conformances.

• Directs inspection, testing and documentation of the works. Schedules inspection and testing with coordination between operations, consultants, material laboratories and Client.

• Creates and implements project specific inspection and test plans, quality control plans and other procedures as necessary. Additionally, supports with material specification review such as concrete mix design, thermal control and other quality specialized elements.

• Responsible for risk management strategy that helps projects improve profitability by reducing risk and improving efficiency via process management and risk mitigation.

• Maintains relationships with owners, Clients, subcontractors, design partners and stakeholders to support project partnering and issue resolution.

• Supports Site Safety to ensure that projects are completed in accordance with established safety procedures, requirements and goals.

• Monitors project quality costs including resources while working to better as-bid budgets. Provides feedback to optimize project billing returns, risk reporting and testing accuracy, while protecting Walsh from claim exposure. Monitors and reports rework costs via QIR system.

QUALIFICATIONS

• AEC Bachelor’s degree is preferred or equivalent related field experience with International Code Counsel, NICET, etc. Current certification required

• USACE/NAVFAC/NRC Construction Quality Management certification preferred but not required

• Industry certifications for testing and inspection as required to review and certify that the test, inspection, and procedures satisfy requirements

• Limited travel for projects as necessary

• Level 1 QCM

• Minimum 7 years of AEC experience, with 3 years preferred in a Quality role

• Good communication skills, critical thinking and problem solving abilities, and ability to prioritize, organize and manage time

• Knowledge of standards, specifications and publications of job related duties

Position Description:

The Area Superintendent (AS) is responsible for supervision of a specific area of the project. The AS is responsible for establishing and achieving the project goals related to all areas of field management including schedule, budget, safety, quality, and the development of personnel. The AS will typically be assigned field engineers to assist them in the oversight of safety compliance, craft supervision and production, trade partner coordination, scheduling, material handling, daily reports, quality control and craft training.This is a safety sensitive position.

Position Qualifications:

• A 4-year degree in civil or structural engineering, architecture, or construction management.
• Minimum of 5-6 years’ experience on large commercial construction projects.
• Valid Driver’s License.
• Strong communication skills.
• Computer software - Microsoft Office Suite, specifically Excel-based templates, Prolog, Primavera and the AutoDesk Suite.
• Experienced in construction layout, blueprint reading and shop drawing reading.

Preferred Qualifications:

• OSHA 10 Certification.
• CPR & First Aid Certification.

Essential Duties:

• Coordinate, supervise and mentor the company work force in their area.
• Coordinate field construction work through organization and proper planning, and by having a collaborative relationship with trade partners. Participate in weekly schedule and management meetings with trade partners.
• Promote and enforce the site-specific safety plan and sound safety principles within their area of work. Create AHAs/STAs with foremen for all self-performed work. Review AHAs for trade partners.
• Participate in project scheduling and maintain the portion of the four-week schedule for their area to ensure the project is completed on time.
• Keep accurate cost and production records.
• Participate in the development of material handling and site utilization plans for their specific area. Coordinate with project engineers and office engineers on material needs, RFIs, etc. Ensure that material received is properly inspected for quantity and quality, and that the receiving tickets are properly signed and coded and given to the jobsite administrator.
• Take responsibility for all quality control on the project and establish high-level standards both for the company and trade partners.
• Coordinate the punch list process to ensure owner acceptance at project turnover.
• Develop and maintain relationships with the owner, architect, engineer and trade partners to ensure the highest level of quality and customer service is delivered.
• Participate in the project coordination meetings to maintain pre-planning engagement and scheduling in the coordination activities. Assist the BIM and VDC engineers in driving issue resolution to keep the submittal process on schedule.
