Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:
The CSU Operations Lead will be responsible for the startup and initial operations for all permanent plant equipment and systems from Commissioning completion until Substantial Completion and handover to the Customer. The Bechtel Operations Lead provides day to day direction to the seconded Operations team until Substantial Completion to ensure safe and reliable operation of the equipment within equipment design parameters, introduction of feed gas and ramp up to prepare for LNG Production and Plant Performance Testing. This position reports to, and takes day to day direction from, the Project Commissioning & Startup Manager to plan the initial operations of systems to support the completion of the project. #LI-SP1
Major Responsibilities:
- Active leadership in the Zero Accident Plus (ZAP) program; ensuring both process safety and personal safety, as well as ensuring the highest environmental and health standards on the Jobsite.
- Active leadership in the Quality program (including work not performed by CSU). Target zero punchlists to avoid downstream impacts.
- Day to day direction of seconded Client Operators Ensuring that project provided operations support is provided (such as buildings and other facilities)
- Coordinates the technical input and support of the Air Products team on-site, including supporting commissioning and operations teams.
- Management of the performance testing and commissioning demonstration tests, including planning all tests to conform with the requirement of the Prime contract.
- Coordinate with the laboratory team to provide project support for commissioning, initial operations, and performance testing.
- Coordinate any equipment maintenance and/or operational issues that may require project support, such as the provision of ICSS Engineers for tuning and configuration/graphics changes required.
- Participates in HAZOP, HAZID and 3D Model reviews
- Develops, coordinates, and implements approved and budgeted training and development programs, including on the job training as well as on-site and off-site courses and programs
- Develops or obtains training manuals and instructional aids and materials as required.Implements approved training programs for designated personnel to ensure progressive training.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
- Extensive work experience in Commissioning, startup and operations fields, specifically all aspects of field and control room operation, shift supervision, and development of operational philosophies and processes to ensure safe, and reliable Plant operations.
- Prior experience of Process Systems pre-commissioning, commissioning, and startup of LNG systems/facilities.
- Prior Experience and knowledge of AP-C3MR Process
- Excellent communication skills both written and verbal.
Additional Skills / Information
- Prior experience with Bechtel CSU processes and procedures preferred.
- Knowledge of processes and work task involved with large scale gas processing facilities.
- Has planned and directed commissioning and startup/operations assignments.
- Experience working with Management, Client, Operations, Maintenance and Engineering personnel.
- Ability to make day-to-day decisions that directly affect project management improvements within assigned area or project and makes recommendations to senior management regarding policy and procedure.
- Knowledge & previous experience of testing, commissioning, start-up, operation & turnover practices.
- Knowledge & previous experience in PTW, STARRT, JHA, LOTO procedures & practices.
- Proven leadership skills & ability to supervise craft for testing, startup and operations activity.

Project Overview:
Bechtel is the licensing, engineering, procurement, and construction partner on TerraPowerâs Natrium team. Selected by the U.S. Department of Energy (DOE) for its Advanced Reactor Demonstration Program, Natrium is participating in a DOE initiative to re-establish U.S. leadership in nuclear energy that provides matching funding to industry to design and build an operational advanced reactor. TerraPower, a leading advanced generation technology company founded by former Microsoft CEO Bill Gates, will be deploying its 345 MWe sodium fast reactor (SFR), called Natrium. The Natrium plant features an advanced, cost-competitive reactor design that is safer, simpler, easier and less costly to construct, less expensive to operate, and able to provide energy that is competitive with fossil fuels. It also features an innovative molten salt energy storage system designed to be complementary to solar and wind power by evening out the peaks and valleys in production when the sun is not shining, or the wind is not blowing. With the reactor and energy storage output combined, the plant can produce more than 500 MWe of power. Other Team Natrium partners include GE Hitachi Nuclear Energy, Energy Northwest, PacifiCorp, and Duke Energy, along with support from a number of national laboratories and universities. Job Summary:
In this role, you will perform tasks involved in the formation and administration of purchase orders. You will prepare biddersâ lists, qualify bidders, form bid packages, issue bid requests, participate in negotiations, recommend commitments, secure approvals, communicate with suppliers and monitor supplier performance. Your efforts are to ensure potential and current suppliers comply with purchase order requirements and provide the required service and results to meet project needs
Major Responsibilities:
- Communicates with Engineering to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions
- Forms bid packages and issues bid requests; coordinates biddersâ questions; and receives bidder proposals
- Prepares Commercial Bid Summary and recommendations to award
- Prepares and commits purchase orders within their authority
- Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure supplier performance to the obligations within the purchase order
- Identifies, defines, and secures agreement regarding purchase order changes

The MEP Project Manager, Mission Critical is responsible for managing, field inspections, problem solving, and coordinating all necessary Mechanical, Electrical, Plumbing and Fire Protection project resources and documentation throughout the entire project lifecycle. This includes the selection and management of MEP subcontractors, and the review, management, and administration of mechanical bid tabs/Exhibit Bs, MEP submittals, monthly MEP requisitions and change orders, and MEP contractor schedule/performance.
Responsibilities
- Responsible for review of mechanical bid tabs as well as exhibit B in contract
- Responsible for interviewing and selecting sub-contractors for each project
- Responsible for day-to-day management of MEP sub-contractors
- Responsible for reviewing and approval of MEP monthly requisitions
- Responsible for reviewing and approval of MEP change orders
- Responsible for site walks to ensure work is progressing according to schedule, including schedule updates
- Responsible for direct communication with BIM/VDC personal and Superintendent to ensure coordination is on track with schedule
- Work with A/E team to develop successful solutions to coordination items
- Responsible for the review all MEP submittals
- Responsible for obtaining all documentation from inspections and testing (varies on size of job)
- Responsible for overseeing the MEP & FP contractor as well as the Commissioning agent
- Responsible for coordinating and working with any Owner third party MEP contractors or testing agencies
- Responsible for obtaining all mechanical close out documentation; as builts, attic stock and O&Ms
- Coordinate multi trade portions of the project; example - curtain wall with security, electrical and door hardware
- Develop and monitor equipment delivery logs, organize submittal process for long lead items first
- Attend weekly owner meetings, subcontractor meetings, coordination meeting and field meetings
- Obtain approval/sign off from any and all AHJs
- Work with retail and/or tenant fit out where applicable
- Develop work lists, and complete MEP punch list
- Coordinate owner training and turnover
- Work with all public utility companies to ensure project requirements are met. Including temporary electrical, steam, and natural gas
- Coordinate and direct as needed all parties to successfully complete life safety inspections
- Coordinate between trades and documents; electrical requirements for mechanical are correct. Light power match electrical drawings etc.
Qualifications
- Bachelor of Science (technical/engineering degree) Mechanical, HVAC, Plumbing, Electrical and Fire protection
- Minimum 5+ years experience with Mechanical, Electrical, Plumbing and Fire Protection Systems
- Minimum of 2+ years of project management experience
- Strong computer skills are required i.e. MS Excel, Word, Outlook
- Ability to read and comprehend drawings and specifications
- Complete understanding of BIM/VDC coordination including various hit detection programs
- Knowledge of Local, City, State, and International building codes for the location of the project
- Knowledge of ASHRAE, NEC, NFPA, and LEED requirements
- Extensive knowledge of testing and balancing and commissioning practices
- Ability to make decisions quickly and accurately
- Ability to communicate at all levels

Qualifications include formal training in scaffolding competent person, crane management, steel erection, emergency response, fall management, excavation and confined space, rigging, hazardous waste, NFPDS/erosion control, and identifying and correcting safety deficiencies in the field.
A solid background in construction safety, strong interpersonal skills, and the ability to communicate effectively with all craft workers in a construction environment is essential.
