Broad Function

The Paint Project Manager/Estimator is responsible for ensuring that all requirements and work activities are performed safely, cost-effectively and with proper quality. In addition to providing guidance and supervision of regional paint/coatings projects, this role will perform or support the Estimator duties of analyzing drawings, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for products, projects, or services on behalf of the organization.

In addition, this position provides assistance and subject matter expertise in managing time and material maintenance and other paint and coatings work.

Essential Functions and Duties

• Oversee all aspects of designated Paint Projects in territory
• Oversee Lump Sum coatings work
• Estimates and bid proposal
• RFQ Bid/No Bid decisions to be made by Coatings Manager, up to his level of DOA
• Estimates are prepared by estimator with input from and review by Coatings Manager, PM or Supt
• Coatings Manager approves all LS bids up to his DOA
• Coatings Manager sends approved estimate back to estimator with list of qualifications to prepare proposal
• Coatings Manager, depending on level of DOA, provides final approval before submittal
• Estimate to Job transitions - Coatings Manager hands off successful bids to PM/Supt (who reviewed the estimate), who will provide details to Supervisor.
• Quality Control and Quality Assurance, including QC tools and instruments, calibration records, Daily QC reports and retention, etc.
• Company owned painting equipment and tools, in support of the corporate Asset Management Equipment Department, including
• Storage and logistics to/from job sites
• Inspections and certifications
• Maintenance and repair (either in-house or third party)
• Business Development and Sales
• The Paint Project Manager/Estimator is responsible for building relations with current and potential clients in their area
• The Coatings Managers and Project Managers/Superintendents are responsible for building relations with vendors (paint manufacturers and equipment, tools and abrasive distributors) and to follow up on leads provided
• Provide Subject Matter Expertise and support to company/region Vice-Presidents, Operations Managers and Project Managers on coatings projects that are performed outside of the Coatings Division but within the company/region

• Work with Project Managers during the transition from pricing to contracts. Assist in buyout efforts as required.
• Create an initial working schedule for projects (and/or work with the assigned DEW Project Manager to create), then periodically update the schedule, which is then required to be used to keep the project on schedule.
• Interface with clients to determine project needs and their needs, and represent DEW positively during interface.
• Work with estimators to generate preconstruction RFI’s leveraging Procore
• Review all project documents for compliance with budget, company/client standards, and constructability. Monitor design scope for changes affecting budget and/or schedule (leverage overlays); identify the cause, advise client for client decision.
• Quickly understands the complete project scope by reviewing plans independently.
• Investigate site conditions before bidding.
• Work closely with the Owners and Design Team to understand all aspects of the project, including the owners' goals, limitations, deadlines, expectations, etc., and clearly document each. Communicate this document to the Director of Estimating, lead estimator, and Project Managers, with internal responsibilities defined.
• Identifies project risk early and develops a strategy to manage risk. Elevates risk to Director of Estimating before any estimates are published to clients.

• Investigates, helps develop, and/or leads value engineering options
• Review all pricing, identify/fill scope gaps, answer questions, etc., with the estimating team in advance of Executive Reviews.

The Role We Want You For

As a Project Cost Manager, you will be assisting in the development and management of the project financial strategy. You will be working directly with the project management team to manage the project budget, costs, change orders, pricing requests, billings, and forecasts. You will be responsible for generating and maintaining reports that provide information to different groups, work with the management team to identify variances, risks and maintain quality control processes to improve project cost procedures and ensuring conformity with management's strategy.

The Specifics of the Role

• Works with all project disciplines to ensure understanding of total project cost budget allowances and targets.
• Review project documents and specifications to accurately identify, develop and track request of change orders (owner and subcontractor related), baseline estimates, potential risk exposures while communicating potential impacts to the financial targets, schedule, and overall project management process.
• Works closely with the accounting department to ensure the correct integration of all information needed to ensure accuracy in billings, payment applications, change orders, direct cost, labor cost, etc.
• Works closely with the project management team, executive management personnel, subcontractors, as well as occasional contact with clients.
• Responsible for cost engineering, cost estimation, cost analysis, and control activities for projects with significant non-routine requirements or for proposal estimating activities which require a moderate degree of technical skill and experience.
• Ensuring quality, accuracy, consistency, spend profile, performing change management, and transparency in all cost management deliverables.
• Take ownership of the cost control function and ensure integrity of the cost and forecast reporting.

Requirements

• Bachelor Degree in Business Administration, Engineering, or Construction Management, or related degree.
• 5-10 years of Project Cost experience.
• Minimum 4 years of experience in the construction industry.
• Knowledge of project development stages, procurement, project controls, and construction execution practices is required.
• Working knowledge of applicable computer software such as PMWeb or similar project portfolio management software, DataServ, Excel, JD Edwards, or related software programs.
• Effective problem-solving skills.
• Results oriented and deliver on customer commitments.
• PMP certification desirable.

Compensation

• The salary range for this position considers a wide range of factors in making compensation decisions including but not limited to: Education, qualifications, skills, training, experience, certifications, internal equity, and location. It is not typical for an individual to be hired at or near the top of the range for the role and compensation decisions are dependent on the facts and circumstances of each case. The Clayco Nationwide salary range for this position is approximately $100,000 - $125,000 +/- annually (not adjusted for location).
