Job Summary:

Major Responsibilities:
⢠Supervises the engineering activity on a medium size project or designated portions of a very large or complicated project.
⢠As directed, manages the complex organizational interactions that evolve from the participation of several Bechtel entities on the project or from client-established relationships with other contractors.
⢠Establishes the detailed project execution plan and the development of the overall project engineering budget and schedule.
⢠Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
⢠Performs and manages the work in accordance with relevant Engineering Department Procedures (EDPs), design guides, and Bechtel.
⢠Prepares, approves or recommends approval of project procedures for engineering, as required.
⢠Coordinates engineering effort with Project Manager, Procurement, Construction, Startup, Environmental Safety and Health (ES&H), and Project Controls when assigned.
⢠When assigned, directs engineering activities in preparation of project proposals, including estimates for engineering staffing, quantities, scope reviews, schedules, and coordination with Business Development and other functional groups.
⢠Reviews and approves design documents, change orders, material requisitions and specifications for construction or procurement use.
⢠Supervises the preparation of reviews and endorses bid analyses and recommendations for procurement of equipment material and services within Engineeringâs scope of responsibility.
⢠Visits jobsite as required for exchange of information and initiates Bechtel/Client correspondence related to the engineering portion of the contract.
⢠Reviews project engineering progress against approved schedules, evaluates changes, and takes corrective action when required.
⢠Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.
Education and Experience Requirements:
⢠A recognized degree in architecture, an engineering or scientific discipline from an accredited college or university, OR a professional license in an appropriate discipline from a recognized licensing board (or international equivalent).
⢠15+ years of progressive work experience, including supervision, preferably in project and staff design engineering or architectural design but may include other relevant types of engineering including startup, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms.
⢠Must have the right to work and remain in the US without sponsorship.
Required Knowledge and Skills:
⢠Technical knowledge of related engineering systems, engineering calculations, applications of engineering and construction methods and materials, and engineering application of computers.
⢠Proficient knowledge of project engineering processes and procedures.
⢠Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction.
⢠Proficient knowledge on planning, application and coordination of 2-D and/or 3-D Computer Aided Design (CAD) design processes on a project.
⢠Knowledge of industry/regulatory codes and standards and design criteria pertinent to the particular discipline.
⢠Skill in oral and written communication.
⢠Demonstrated skill in supervision.

⢠Prior work experience and responsibility for the supervision on a medium or major size project in engineering management at Bechtel.

Job Description
**This is a remote opportunity with 10% travel**
The APM works under the general direction of the Supervising Transportation Engineer (Sup TE), the Assistant PM Engineering will serve in a technical support role to the Planning and Engineering - Strategic Delivery Office Locally Generated Alternative (LGA) Team and will be responsible for providing support in overseeing the technical designs for preliminary and advanced engineering documents/deliverables, as well as supporting the management and tracking specific tasks and deliverables within the design contract, ensuring that assigned contracts and agreements are administered and managed in accordance with the applicable policies and procedures of the California High-Speed Rail Authority (Authority), the State Contracting Manual (SCM) and the California Government Code (GC), as well as management of assigned contracts in accordance with federal and State of California laws and regulations, contract provisions, and the Authorityâs policies and procedures. In addition, the incumbent will assist the design oversight of utility and local facility relocations impacted by the California High-Speed Rail Authority (Authority) project.
Responsibilities:
- Assist in oversight of technical design for engineering plans, calculations, and reports, including performing a programmatic review of technical submittals to ensure product quality and conformance with applicable design criteria, directive letters, specifications, contract constraints, and applicable laws.
- Performs required independent quality assurance and verification inspections of deliverables as directed.
- May be required to provide technical support as directed for analysis and interpretation of documents such as reports, studies, and plans to conform to structural engineering codes, third party, local agency design, and engineering requirements, amongst other requirements. These documents range from engineering, right-of-way, environmental services, rail operations, planning, and sustainability; also, the candidate will also support the Sup TE to provide Over the Shoulder review, which is a concurrent review that is coordinated with the various functions of the Authority.
- Provide assistance and feedback on innovative technical approaches to meet project milestones and to ensure quality deliverables.
- Assist with coordination and solicitation of feedback from internal and external stakeholders.
- Assist with documentation of meetings, dissemination of information to necessary internal and external partners, filing of documents and certification in designated electronic repositories, etc.
- Review and provide feedback as directed on draft changes to configuration documents related to engineering design on project sections. Coordinates as directed on configuration item changes with internal stakeholders, including Real Property, Infrastructure Delivery, Rail Operations, Engineering Services, Environmental Services, Planning and Sustainability, and Contract Management.
- Assist in the identification of project risks and helps to identify mitigation as needed.

Project Overview:
The project is a 1.3 GW simple-cycle power generation facility located in Millersport, Ohio, being constructed adjacent to a hyperscale data center campus. The facility includes multiple power generation technologies consisting of Solar Titan 130 gas turbines, Siemens SGT800 gas turbines, reciprocating engines, battery energy storage systems (BESS), substations, and associated balance of plant infrastructure.

ABOUT THE JOB:
We're looking for a driven and detail-oriented Estimator & Business Development professional to join and help grow our scaffolding division. In this role, you will be responsible not only for accurately estimating and bidding current project opportunities, but also for actively developing new business, generating sales, and bringing in work to support continued growth.
This position plays a critical role in both securing and executing projects-you'll lead estimating efforts from concept through completion while building and maintaining strong relationships with clients, contractors, and industry partners to expand our presence in the market.
You'll be joining a team where your precision, initiative, and expertise make a measurable impact. A strong background specifically within the construction scaffolding industry is essential, as your hands-on knowledge and industry insight will be key in driving successful project outcomes and contributing to the continued growth of our business.
RESPONSIBILITIES INCLUDE:
- Identify and pursue new project leads and client relationships
- Analyze and evaluate project plans, specifications, scope, difficulty, and any other requirements necessary to prepare a job cost estimate and assemble bid packages
- Prepare conceptual estimates and/or budgets
- Perform accurate quantity take-offs and develop bid packages
- Collaborate with vendors and subcontractors for pricing and scope coverage
- Attend job walks, pre-bid meetings, and planning sessions
- Provide value engineering and cost-saving solutions
- When the quantity survey is complete, establish profit & overhead for project when requested
- Use the Request for Information (RFI) process when information is lacking (document appropriately)
- Identify and report any observed inaccuracies or omissions in plans and specifications
- Maintain in the job file, all correspondence records and notes for the project being bid (log all bid documents)

The project is a 1.3 GW simple-cycle power generation facility located in Millersport, Ohio, being constructed adjacent to a hyperscale data center campus.
