Job Summary

The Estimator is responsible for developing detailed and strategic cost estimates for Extra High Voltage (EHV) transmission projects—typically ranging from 115kV to 500kV—including new construction, rebuilds, line relocations, and storm hardening. This role is critical to supporting growth and profitability by delivering accurate, competitive bids and coordinating early-stage project planning in collaboration with internal teams and utility clients.

• Analyze bid packages, engineering drawings, one-lines, structure lists, and profiles to develop comprehensive takeoffs and estimates.
• Prepare labor, equipment, subcontractor, and material estimates based on known production rates and field input.
• Develop budgets and bid proposals in alignment with client specifications and internal margin goals.
• Participate in constructability reviews and pre-bid job walks to validate access, site conditions, and phasing.
• Collaborate with Project Management, Operations, and Engineering to ensure consistency between estimate and project execution plan.
• Solicit and qualify quotes from suppliers and subcontractors; maintain current pricing databases.
• Identify commercial and technical risk exposures in bid packages and support the development of mitigation strategies.
• Support the pricing and documentation of change orders, scope growth, and contract modifications.
• Prepare and maintain detailed bid summaries, assumptions, exclusions, and clarifications.
• Lead hand-off meetings with operations to transition successful bids into active projects.
• Track and analyze historical cost data to refine labor/productivity assumptions and improve estimate accuracy.

Required

• High school diploma or GED required.
• Minimum 2 years of estimating experience in EHV transmission line construction (69kV–500kV).
• Ability to interpret and quantify scope from engineering drawings, structure tables, plan/profile sheets, and specs.

• Knowledge of industry standards such as NESC, OSHA 1926, and utility-specific construction specifications.
• Experience with investor-owned utility bid systems and processes (e.g., Duke Energy, Southern Company, Dominion).

Work Environment and Physical Demands

• Office-based role with occasional travel to job sites for walkdowns, pre-bid meetings, or client engagement.
• Must be able to lift up to 25 pounds, sit or stand for extended periods, and navigate uneven terrain on site visits.

Position Description:

The Field Engineer (FE) works directly for the Superintendent and is expected to exercise judgment and discretion in making recommendations, implementing policies and procedures and handling a wide variety of matters in the field. The position is normally, but not necessarily preparatory to becoming an Office Engineer or Project Engineer. The primary purpose of the position is to proactively aid the Superintendent in front-line field management. In addition, the position requires a considerable amount of work, responsibility, persistence, problem solving ability and good attitude, because the FE is responsible for the majority of the layout on a project, supervision of trade workers and subcontractor employees, as well as lift drawings, safety, and quality control responsibilities. Although the majority of a Field Engineer's time will be spent in the field, there are some duties which will require work in the field office.This is a safety sensitive position.

Position Qualifications:

• A 4 -year degree in Civil, Structural, Architecture or Construction Management.
• Valid Driver’s License.
• Strong communication skills.
• Computer software - Microsoft Office Suite, specifically Excel-based templates, ProjectSight, Primavera and AutoDesk Suite.

Preferred Qualifications:

• Past internships in the construction industry are preferred, but not required.

Essential Duties:

• Project layout (surveying) in conformance with design and contract documents.
• Check concrete forms for accuracy and adequacy of construction, including all embedded items, before placement of concrete.
• Perform production trend analysis for quantities of work in place and report for the weekly and monthly schedule and cost control reports.
• Assist with quality control, site safety initiatives and coordination of trade partners as delegated by the project superintendent. May include directing a small work force to gain supervisory experience.
• Coordinate material deliveries by checking material requirements in advance and comparing with the delivery status. Additionally, inspect materials delivered to the job for quantity, quality and condition, and report on missing and/or damaged items.
• Assist foremen and trade partners with interpretation of plans and specifications.
• Oversight of trade partners, as assigned, and direction of workforces (e.g., a labor crew) of employees or trade partner employees to gain supervisory experience.
• Participate in jobsite safety meetings, weekly safety audits, etc.
• Collaborate with the VDC team on VDC scope of work, execution plan and deliverables related to field operations. Review and navigate within the current 3D model viewing and scheduling software.

The Concrete Finisher is responsible for smoothing and finishing surfaces of poured concrete floors, walls, sidewalks to specified textures, using hand tools or power tools, including floats, trowels and screeds.

Signals concrete deliverer to position truck to facilitate pouring concrete moves discharge chute of truck to direct concrete into forms. Spreads concrete into inaccessible sections of forms, using rake or shovel. Levels concrete to specified depth and workable consistency, using hand-held screed and floats to bring water to surface and produce soft topping. Smooth and shapes surfaces of freshly poured concrete, using straightedge and float or power screed. Finishes concrete surfaces using power trowel, or wets and rubs concrete with abrasive stone to impart finish. Removes rough or defective spots from concrete surfaces, using grinder or power chisel and hammer, and parches holes with fresh concrete or epoxy compound. Molds expansion joints and edges, using edging tools, Jointers and straightedge. May sprinkle colored stone chips, powdered steel, or coloring powder on concrete to produce prescribed finish.

Fire Proofer Foreman

The purpose of this job is to provide supervision and coordination of workers (both skilled and unskilled) engaged in various types of construction projects, such as highway structures, clearing right-of-way, pile driving, preparing subgrade, laying road surface, installing curb, installing underground utilities, traffic control, concrete paving of streets and related lime and dirt work, etc. The goals of this position include scheduling work to meet timetables in a safe manner, per the plans and specifications, and to meet estimated cost. Specific Duties and Responsibilities:

Planning

• Review contract documents, submittals, shop drawings, and schematics to determine the nature and scope of the work, the materials to be utilized, and manpower requirements (by craft) for each construction phase.
• Execute Work Plans for major components of work and monitor adherence to Work Plans
• Execute established procedures for the ordering self-perform materials, supplies, and small tools from approved suppliers. Ensure timely requisition is made for needed materials and equipment.

Cost Performance

• Monitor daily labor costs and production rates for accuracy and conformance with established budgets. Take corrective action to improve productivity when labor costs exceed expected norms.
• Encourage craftsmen to develop innovative methods for increasing efficiency, productivity, and profitability in their particular operation and to provide feedback and coaching on how the work is proceeding.
• Execute hourly timecard reporting.
• Maintain all equipment assigned to crew and conduct preventive maintenance training for operator(s). Also responsible for various hand tools and the proper storage of all equipment at the end of each day.

Scheduling

• Provide a detailed construction plan for each day and general plan for one week. Manage work to stay within schedule.
• Manage scheduling of all QA/QC inspections of work necessary to obtain owner acceptance of the work.

Quality Management

• Inspect work in progress and ensure that it is performed within the tolerances established. Take corrective action when tolerances and/or overall performance standard are not being maintained.

Relationships

• Ability to manage crew into an effectively coordinated working unit, promoting a motivating atmosphere.
• Foster and promote the training and development of subordinates through various on-the-job training opportunities, company-sponsored training programs.
• Recommend personnel actions, such as promotions, discharges, disciplinary measures, initiate and suggest plans to motivate workers to achieve goals.
• Supervise the work of subcontractors to ensure compliance with plan, specifications, and schedules.

Safety

• Conduct Toolbox and JHA Safety Meetings with employee-owners to instruct them on topics for accident prevention.
• Enforce all safety regulations and company policies and is constantly alert to all safety conditions.

Technical

• Investigate alternative work methods and materials to improve efficiency and work quality; works to resolve issues.
• Ensure compliance with plans and specifications.
• Perform a variety of tasks associated with project completion, including closeout punch lists, demobilization, etc.
• Maintain a detailed and accurate daily report of all activity associated with field construction activities.
• Ensure that equipment is being used for its intended purpose in the correct manner.
